Is Chocolate Vegan? Dark, Milk and White Chocolate Explained
Short answer: chocolate can be vegan, but most of it is not by default. Under Canada's compositional standards, milk chocolate must contain at least 12% milk solids and white chocolate at least 14%, so neither is vegan. Dark chocolate is built on cocoa liquor, cocoa butter and a sweetener, yet the same standard allows it to contain less than 5% total milk solids. The only way to know is to read the ingredient list, the "Contains" statement and any "May contain" statement of the specific product.

Is chocolate vegan?
Its cocoa ingredients are plant-based; milk is what usually makes a chocolate non-vegan, and the Canadian standards tell you how much milk each type contains.
The Canadian Food Inspection Agency (CFIA) publishes the compositional standards that define each chocolate sold under these names in Canada:
| Type (Canadian standard) | Cocoa base | Milk ingredients | Vegan? |
|---|---|---|---|
| Chocolate, bittersweet, semi-sweet or dark chocolate | At least 35% total cocoa solids, including at least 18% cocoa butter | May contain less than 5% total milk solids | Possibly: check the label |
| Sweet chocolate | At least 30% total cocoa solids | May contain less than 12% total milk solids | Possibly: check the label |
| Milk chocolate | At least 25% total cocoa solids | At least 12% total milk solids and 3.39% milk fat | No |
| White chocolate | At least 20% cocoa butter | At least 14% total milk solids and 3.5% milk fat | No |
The standards also allow small amounts of whey or whey products in milk and white chocolate, plus spices, flavouring preparations and salt. That is why the name on the front of the pack is only a starting point.
Is dark chocolate vegan?
A dark chocolate made only of cocoa, cocoa butter, sugar and a plant lecithin contains no animal ingredient, but the Canadian standard allows milk solids, so you must read each label.
Two real ingredient lists show the difference you are looking for:
- Bassan Sur del Lago 71%: roasted cocoa beans, cocoa butter, cane sugar, organic sunflower lecithin. Bassan lists it as vegan, and its product information also states that it is produced in a facility that may handle tree nuts, dairy and gluten.
- Organic Dark Chocolate Chips 70%: organic cocoa mass, organic cane sugar, organic cocoa butter, organic natural cocoa powder. The product data list it as vegan and dairy-free; it may contain peanuts, tree nuts and soy.
Both are vegan by their ingredients, and the first also tells you what else is handled in the plant. That second piece of information matters to anyone avoiding dairy strictly.
Is milk chocolate vegan?
No: a chocolate made to Canada's milk chocolate standard must contain at least 12% total milk solids from milk ingredients and at least 3.39% milk fat.
Plant-based products made to look and taste like milk chocolate exist, but you need to check their ingredient list rather than rely on the word "chocolate". The CFIA's own labelling example shows how milk appears in a chocolate ingredient: "Chocolate chips (milk) (sugar, chocolate liquor, cocoa butter, milk ingredients, soy lecithin, salt, natural flavour)".
Is white chocolate vegan?
No: white chocolate is cocoa butter with a sweetener and milk, with at least 14% total milk solids and 3.5% milk fat under the Canadian standard.
Cocoa butter itself is a single plant ingredient. If you want a white-style vegan confection, you are no longer making "white chocolate" as defined by the standard, and you will need a recipe and ingredients chosen for that purpose.
How to read a Canadian chocolate label
Check three places: the list of ingredients, the "Contains" statement and any "May contain" statement.
| What you see | What it means |
|---|---|
| Milk, milk ingredients, milk solids, whey or whey products in the ingredients | Milk was added on purpose. Milk is a priority food allergen and must be declared when present. |
| "Contains: milk" | The product contains milk as an ingredient or component. |
| "May contain: milk" | A voluntary cross-contamination statement: despite reasonable measures, milk may be present unintentionally. It must not be used when milk is added deliberately, and it is not a substitute for good manufacturing practices. |
| "Soy lecithin" or "sunflower lecithin" | In Canada, the plant source of lecithin must be named on the label. |
Whether a product with a "May contain: milk" statement fits your own vegan choices is a personal decision. For someone with a milk allergy it is a safety question: talk to your doctor or allergist.
Is cocoa powder or cocoa butter vegan?
Pure cocoa products are single plant ingredients, so they are vegan when nothing else is added; check the label for anything added.
For example, our Natural Cocoa Liquor Wafers are 100% natural cocoa mass and are listed as dairy-free and vegan-friendly, the Dutched 20/22 cacao powder is listed as dairy-free and vegan-friendly, and our natural cocoa butter is a single ingredient, 100% cocoa butter, whose product page lists vegan confectionery among its uses.
For producers: making and selling vegan chocolate
Start from ingredients whose product data address dairy, then control cross-contact in your own kitchen before you make any claim.
Ingredients whose product data address dairy
| Need | Product | What the product data say | Price |
|---|---|---|---|
| Single-origin dark couverture for bonbons, bars and pastry | Bassan Sur del Lago 71%, 5 kg | Vegan; facility may handle tree nuts, dairy and gluten | $273.00 CAD |
| Baking chips | Organic Dark Chocolate Chips 70%, 1 kg | Vegan, dairy-free; may contain peanuts, tree nuts, soy | $45.95 CAD |
| Unsweetened cocoa mass for your own recipes | Natural Cocoa Liquor Wafers, 1 kg | 100% cocoa mass; dairy-free, vegan-friendly | $29.99 CAD |
| Cocoa butter | Natural Cocoa Butter, 8 kg box | Single ingredient, 100% cocoa butter | $550.00 CAD |
| Cocoa powder in volume | Dutched 20/22 cacao powder, 25 kg | Dairy-free, vegan-friendly | $710.00 CAD |
| Bean-to-bar from a single origin | Sur del Lago cocoa beans, 1.5 kg | Raw fermented beans; no additives | $80.00 CAD |
Before you print "vegan" or "dairy-free" on your own product, keep each ingredient's technical sheet and allergen statement on file. The CFIA is strict about "(allergen)-free" claims: the manufacturer must ensure there is absolutely no amount of the named allergen in the product, whether added on purpose or by accident, and may be asked to show the production systems or process controls behind the claim. A "milk-free" claim next to a "may contain milk" statement on the same product is considered misleading.

Keep dairy out of your vegan line
If your kitchen also works with milk and white chocolate, cross-contact through shared equipment is the risk to manage. One practical control is a dedicated set of moulds and tools for the vegan line, used after a full clean. Chocolate moulds from Chocolate World and Pavoni come in hundreds of shapes, so a dedicated set can match your best sellers.

How AI can help your production
Give an AI assistant your recipes and the allergen statement from each ingredient's technical sheet. Ask it to build a matrix showing, for every product, which ingredients contain milk, which carry only a "may contain" statement, and which are fully plant-based. It can also draft a production-order and cleaning checklist for vegan runs and a log of supplier documents, ready for your food-safety lead to check against CFIA requirements.
AI organises the information; tasting and the final decision stay with your chef.

It is a voluntary cross-contamination statement: milk is not an ingredient, but despite reasonable measures it may be present unintentionally, for example from shared equipment. It must not be used when milk is added on purpose. Whether such a product fits your vegan choices is personal; if you have a milk allergy, ask your doctor or allergist.
Is cocoa powder vegan?
